Pakistan is one of those countries which are still lagging well behind in achieving millennium development goals. The annual increase of population in the country is 3.9% which is very high for a developing country. Bulk of country’s population consists of children, adolescents and youth. Young people in Pakistan, especially those from low and middle income groups, have few opportunities to develop to their full potential and strengths. Poverty is widespread, education levels are low, youth unemployment is high and limited opportunities of livelihoods are issues that concern every individual in the country. There is also a limited scope for young people’s positive local engagement in grassroots politics and community development. Pakistan at the moment houses the largest number of youth in its history. 70% of the total population in Pakistan is under the age of 29 and there is Lack of structured opportunities for young people. As much as 64.87% young population resides in rural areas and 35.13% in urban areas. In the current circumstances, young people are disillusioned and vulnerable to violence, crime and terrorism prevailing in the society.

The literacy rate of Balochistan is 37% (20% for women) compared to 54% of the national literacy rate. Most of the population of this learning age is out of formal education system due to poverty. The ones who join the schools majority of them drop out before even completing their primary because their weak financial background does not allow them to be liability on their parents for long period of time. Therefore, once they knock the doors of adulthood, they try to seek livelihood opportunities for their families and thus contribute in the earnings of their parents.

Lack of trained human resource is also causing hurdles in the process of institutions development in Balochistan. Therefore, the province lacks institutions that can lead the development process for poverty alleviation in the province.

The youth of Pakistan presents the most promising resource and in huge quantity, a big reservoir of energy. If this energy is put to proper use, it will bring about a complete social, economic, cultural and ideological revolution in the country that could contribute significantly to the economic growth and poverty alleviation.

Evolution of Balochistan Institute of Human Development

Balochistan Institute of Human Development (BIHD) has stemmed from the Human Resource Development section of BRSP that was contributing to human development since 1984 in Balochistan. It is a brainchild of BRSP’s mission of “harnessing people’s potential to help themselves for poverty alleviation” that was established in March 2008. BRSP considers Human Resource Development (HRD) to be a vital constituent of the process for achieving sustainable socio-economic development. BIHD makes integrated use of trainings, organizational development, and career development efforts to improve individual, group, and organizational effectiveness.

BIHD facilitates and provides social guidance through formal trainings, social enterprise concepts, researches, on the job trainings, case studies, stimulations, on and off job technical advices and experience sharing forums both for staff and community members of BRSP, partner organizations, and for national and international organizations and networks.
