Quetta Rural Water Supply Project Nov 05, 2009
German Government through KfW and Balochistan Rural Support Proramme (BRSP) enter into agreement today on November 5th, 2009. German Government has donated EURO 3.6 Million for implementation of Improvement of Drinking Water Supply Programme in Quetta, Balochistan. The programme envision “Improved access to and demand for quality water, sanitation and hygiene services in Quetta valley of Balochistan” to provide the people in the programme locations in Quetta with potable drinking water, to enable the operators to maintain the water supply systems and to create the awareness of users for appropriate use of water. This is to contribute to the improvement of health and living conditions of the population, to an efficient use of water resources and to the stabilization of this arid and water deficient region, using appropriate technology and effective and efficient management systems.
Quetta; as the provincial capital of Balochistan has seen enormous, rapid and unplanned population growth for the last 15 years as a result of influx of Afghan refugees and rural urban migration which has continuously mounted pressure on the available inadequate civic facilities including drinking water and sanitation facilities. Various assessments reveal that most of the peri-urban, suburbs and even city areas are either partially or completely deprived of any public water supply facility. About 69% of the populations have access to latrines, out of which only 26% are linked with any sewerage facility. The existing public water supply schemes in these areas are either dead, non-functional or dried up completely.
Through building an effective and long-lasting public-private partnership between Public Health Engineering Department (PHE), Water & Sanitation Authority (WASA), Government of Balochistan and Balochistan Rural support Program (BRSP) with the generous financial support from German Government; the Project aims at addressing the issues of non-availability of water to the inhabitants of Quetta through substantial assistance to rehabilitate and restore the nonfunctional, damaged and inadequate drinking water and sanitation infrastructure, and at the same time, reestablish the human and institutional capacity needed to manage, operate, and maintain such infrastructure. The project would benefit a large number of households and inhabitants of Quetta District.
The programme will contribute to mobilize communities, state and non-state actors to improve the water and sanitation system. Capacity building of the government line departments and scheme management committees on part of the communities and their awareness raising and sensitization on the wise use of water, management, operation, repair and maintenance of the schemes and facilities and better hygienic conditions would be integrated into the project.
