BRSP initiates Community Policing project in Khuzdar and Loralai

BRSP has initiated a 14 month project on Community Policing project in district Khuzdar and Loralai in collaboration with The Asia Foundation from 1st January 2009. The overall objectives of the project are to improve security in border communities of Baluchistan by promoting citizen involvement in community policing and alternative dispute resolution. The project primarily focuses on peace in the areas through the participation of communities. The project will initially conduct baseline surveys in the mentioned two districts. The project will build the Capacity of Legal Community and CSOs, Establish Public Safety Commissions (PSCs), Establish Community Police Liaison Committees (CPLCs) and Establish Musalihat Anjumans (MAs) in Khuzdar and Loralai.

The project envisages the following outputs in 14 months project period:

  • Baseline study report on the current status of: peace and security; citizens’ involvement in policing; institutional mechanisms for law and order enforcement; and systems of alternative dispute resolution in 5 target and ‘3 control group’ districts of Baluchistan.
  • The Baluchistan legal community (lawyers, Bar Council members, and law students) and ten civil society organizations (CSOs) trained and engaged to improve security in Baluchistan through community policing and alternative dispute resolution (ADR) techniques. The CSOs will in turn build the capacity of community members in 300 villages.
  • Public Safety Commissions (PSCs) formed and operational at the district level in Loralai, Ziarat, Pishin, Quetta, and Khuzdar.
  • Citizen Police liaison Committees (CPLCs) established and functioning in the five target districts in Baluchistan.
  • Musalihat Anjumans (Arbitration Councils) operational in 50 Union Councils of the five target districts.
